Five-Year Provincial Rollout
Year 1 (2025): Launch in Gauteng, KwaZulu-Natal and Western Cape. Years 2–3: Expand to Limpopo, Eastern Cape and Mpumalanga (highest learning poverty and climate vulnerability). All nine provinces reached by Year 4.
Evaluation Commitment: Annual independent evaluation by UCT or Wits researchers. All findings published openly within six months.
